Expressions of Interest are invited from suitably qualified Applicants for the works described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.
1. Background Information
MTR Corporation Limited invites qualified companies to express their interest in tendering for Contract C5043-25E: Replacement of Air Handling Units (AHUs) and Primary Air Handling Units (PAUs) at TML (Tuen Ma Line), EAL (East Rail Line), URL (Urban Lines comprising Island Line, Kwun Tong Line, South Island Line, Tseung Kwan O Line and Tsuen Wan Line) and AT&D (Airport Express, Tung Chung & Disneyland Resort Lines).
2. Scope of Works
The tender will be split into multiple packages as tabled below:

Tenderers may tender for all or any of the above packages.
Package A - Replacement of AHUs and PAUs at TML and EAL
Package A comprises the replacement of approximately 127 nos. AHUs and PAUs at TML and EAL.
Package B - Replacement of AHUs and PAUs at URL and AT&D
Package B comprises the replacement of approximately 122 nos. AHUs and PAUs at URL and AT&D.
Both packages include the following scope of works
1. Dismantling of the existing AHUs/PAUs;
2. Design, supply, delivery, installation, testing and commissioning of new AHUs/PAUs equipped with electronically commutated (EC) fans and associated air filters;
3. Design, supply, modification, installation, connection, testing and commissioning of power and control cabling;
4. Modification of existing air ducts, dampers, chilled water pipes, and valves.

4. Expressions of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 3 April 2025 via the MTR Corporation Limited’s E-Tendering System.

5. Deadline to Return Answers / Information
Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.
All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.
6. Other Matters
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
Applicants shall not apply for prequalification as an entity if they intend to act as a supplier, sub-contractor or sub-consultant for another entity who will also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.
Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
