Expressions of Interest are invited from suitably qualified Applicants for the works described below.

1. Background Information

MTR Corporation Limited invites qualified contractors to express their interest in tendering for Contract C5201-23E Replacement of BTM & BCF Systems with New Gas Flooding System at MTR Stations and CWD.

2. Scope of Works

The scope of the Works is as follows:

i. Replace the existing 70 sets of bromotrifluoromethane (BTM) and 1 set of bromochlorodifluoromethane (BCF) gas flooding systems with Dodecafluoro-2-methylpentan-3-one (FK-5-1-12) gas flooding systems in the following locations:

1 set in Tsuen Wan Station (TSW)
1 set in Tai Wo Hau Station (TWH)
3 sets in West Portal Ventilation Building (WPV)
5 sets in Kwai Hing Station (KWH)
4 sets in Kwai Fong Station (KWF)
4 sets in Gascoigne Road Traction Substation (GAR)
1 set in Yau Ma Tei Station (YMT)
1 set in Chai Wan Portal Ventilation Building (CWV)
3 sets in Sai Wan Ho Station (SWH)
2 sets in North Point Station (NOP)
6 sets in Tin Hau Substation (THT)
5 sets in Fortress Hill Station (FOH)
4 sets in Tin Hau Station (TIH)
1 set in South Ventilation Building (SVB)
9 sets in Sheung Wan Traction Substation (SWT)
2 sets in Sheung Wan Station (SHW)
19 sets in Chai Wan Depot (CWD)

ii. Option(s) may be included in the Contract to replace additional existing 19 sets of BTM gas flooding systems with Dodecafluoro-2-methylpentan-3-one (FK-5-1-12) gas flooding systems in CWD, Pak Fuk Distribution Substation (PFD) and Sai Wan Ho Traction Substation (STS).

iii. Contractor shall be responsible for design, supply, installation, testing and commissioning of the gas flooding systems and builder’s works associated with the replacement works.

iv. The Contractor or its sub-contractor for the fire services works shall be a registered Class 1 and 2 Fire Services Installation Contractor.

4. Expressions of Interest

To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 18 October 2023 via the MTR Corporation Limited’s E-Tendering System.

5. Deadline to Return Answers / Information

Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date stated in the prequalification invitation letter.

All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.

6. Other Matters

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.

Applicants shall not apply for prequalification as an entity if they intend to act as a supplier, sub-contractor or sub-consultant for another entity who will also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.

Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
