Expressions of Interest are invited from suitably qualified Applicants for the works described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.
1. Background Information
MTR Corporation Limited invites qualified contractors to express their interest in tendering for Contract C5945-25E: Replacement of PRC RTU in URL (Phase 2).
The existing Power Remote Control (PRC) System Remote Terminal Units (RTU) in Urban Lines (URL) interfaces with High Voltage (HV), Overhead Line (OHL) and Low Voltage (LV) systems for providing remote control and monitoring functions of the power equipment from Tsing Yi Operations Control Center (OCC). They have been put in service since 1999.
This project is the phase 2 replacement work of the PRC RTU(s) with high availability Programmable Logic Controllers (PLC) in nineteen (19) sites.
2. Scope of Works
The scope of the Works comprises the design, manufacture, supply, delivery to site, installation, testing and commission, training facilities, training, documentation, decommissioning, seamless system migration, system cutover, rectification of defects and performing comprehensive maintenance during the Defects Liability Period as follows:
1) Replacement of PRC RTU with redundant PLC complete with Remote Input/Output modules (RIO). The replacement work covers nineteen (19) sites along URL.
2) Provision and installation of new equipment cubicles for housing new PLC/RIO hardware, associated network equipment and accessories for completion of the work.
3) Extension of field signal cables of power equipment from existing PRC RTU cubicles to new equipment cubicles.
4) Modification of PRC software to control and monitor power equipment from new PLC c/w RIO and monitor network communication and hardware health status of new PLC and RIO.

4. Expressions of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 7 February 2025 via the MTR Corporation Limited’s E-Tendering System. Late applications shall not be considered.

5. Deadline to Return Answers / Information
Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

6. Other Matters
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this contract.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
Applicants shall not apply for prequalification as a single entity if you intend to act as a supplier, sub-contractor or sub-consultant for another entity who shall also apply for the prequalification, or if you are a partner in a joint venture established to seek prequalification for this Contract.
Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
