Expressions of Interest are invited from suitably qualified Applicants for the works described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.
1. Background Information
The current High Voltage (HV) power system and Low Voltage (LV) power system of the Urban Lines have been put into service since 1979. MTR Corporation Limited intended to process their replacement in two packages of works.
The replacement under Contract C7635-23E covers the package with HV power system equipment up to the 33kV level and the LV power system equipment down to the 415V level at around 34 railway locations, including different interconnection cables running along the tunnels.
MTR Corporation Limited invites qualified contractors to express their interest in tendering for the network-wide replacement works covering the HV and LV power systems in Tsuen Wan Line (TWL), Island Line (ISL) and Tseung Kwan O Line (TKL) - Contract C7635-23E: Replacement of High Voltage and Low Voltage Systems for TWL, ISL and TKL. The tentative project duration is approximately 9 years from 2024 to 2032.
2. Scope of Works
The scope of the Works would comprise the design, manufacture, modelling, supply, site survey, verification and validation of existing installations, transportation, delivery to site, storage, installation, construction, testing, commissioning, dismantling, services diversion and/or relocation, modification, reinstatement, coordination and system integration with other contractors and operations systems for the replacement of the existing HV and LV power systems; and the rectification of defects and performing comprehensive maintenance after energization and during the defects liability period for the new HV and LV power systems.
The existing HV and LV network of TWL, ISL and TKL includes 33kV/11kV, 33kV/1500V and 11kV/415V power supply systems and the LV distribution systems with major assets like power transformers, traction rectifiers, switchgear, cables as well as relevant protection and control equipment. The types and quantities of major power system equipment to be replaced are shown below:

It also covers works related to the 1500V direct-current traction return system conversion, development plus integrations of digital twins software modelling and IEC61850 based remote monitoring network for power systems, as well as the provision of spare parts, special tools, testing equipment, training and training facilities to facilitate the operations and maintenance of the new power systems.
The Works shall also include modification of existing building services, architectural, builder's work and finishing, civil and structure reinforcement for the new equipment, and all necessary interfacing design, management and coordination for the associated interfacing systems like the Corporation’s communication and control system, networking system and the other station facilities for the staged replacement of HV and LV power systems.

4. Expressions of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 23 March 2023 via the MTR Corporation Limited’s E-Tendering System. Late applications shall not be considered.

5. Subsequent Actions
Suitable Applicants shall receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.
All invitations and submissions for prequalification and tender will be carried out through the E-Tendering System at http://www.hkextender.com.
6. Other Matters
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this contract.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
Applicants shall not apply for prequalification as a single entity if they intend to act as a supplier, sub-contractor or sub-consultant for another entity who shall also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.
Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
