Expressions of Interest are invited from suitably qualified Applicants for the works described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.
1. Background Information
MTR Corporation Limited invites qualified companies to express their interest in tendering for Contract C7729-24E: Visualized Remote Earthing System at Urban Line (URL) (URL includes Island Line (ISL), Kwun Tong Line (KTL), South Island Line (SIL), Tseung Kwan O Line (TKL) and Tsuen Wan Line (TWL)).
2. Scope of Works
The scope of works comprises the design, supply, delivery, installation, modification, testing and commissioning and defects rectification during the Defects Liability Period of the following:
(a) Provision of remote earthing switches and associated trackside equipment at 134 locations for the visualized remote earthing system;
(b) Provision of the integrated cabinet type motorized isolators with earthed position and associated trackside equipment at 11 locations;
(c) Provision of the backend system with redundancy and the corresponding system control software for the visualized remote earthing system;
(d) Provision of 2 nos. of workstations at Kowloon Bay Depot (KBD) and Tsing Yi – Operation Control Centre (TSY-OCC) and 1 no. of laptop with wireless connectivity for the control and access of the system control software and backend system;
(e) Provision of optical fiber network including patch panels, access switches, Corporate Data Network (CDN) fan-out switches and optical fiber cables for connecting the remote earthing system to CDN and URL’s Main Control System (MCS)/ Power Remote Control (PRC) server;
(f) Provision of control cables, Programmable Logic Computer (PLC), other necessary equipment and corresponding software configuration for enabling status monitoring and remote control functions of 116 nos. of Overhead Line (OHL) isolators through both the visualized remote earthing system control software (intermediate arrangement) and URL MCS/ PRC system (final arrangement);
(g) Supply and installation of LV power supply for visualized remote earthing system and OHL isolators;
(h) Construction of civil support structures and footings for the visualized remote earthing system; and
(i) Provision of a standalone remote earthing system for training purpose including 1 no. of remote earthing switch, 1 no. of backend server and 1 no. of workstation.

4. Expressions of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 16 December 2024 via the MTR Corporation Limited’s E-Tendering System.

5. Deadline to Return Answers / Information
Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.
All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.
6. Other Matters
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
Applicants shall not apply for prequalification as an entity if they intend to act as a supplier, sub-contractor or sub-consultant for another entity who will also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.
Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
