Expressions of Interest are invited from suitably qualified Applicants for the works described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.
1. Background Information
MTR Corporation Limited invites qualified contractors to express their interest in tendering for Contract C8495-24E Refurbishment of Seawater Cooling Plants at HIC, KIC, TYI, NIC and HUH, which involves the refurbishment works of the following seawater cooling plants:
i. Hong Kong Intake Cell (HIC):
HIC is a three-level underground seawater cooling plant located at the Central Pier Waterfront. It serves the operation of chiller plantrooms in Hong Kong Station (HOK) and Central Station (CEN). The condensing water is delivered from HIC to the chiller plantrooms in HOK and CEN.
ii. Kowloon Intake Cell (KIC):
KIC is a three-level underground seawater cooling plant located at the West Kowloon Cultural District Park. It serves the operation of Kowloon Station (KOW). The condensing water is delivered from KIC to the chiller plantroom in KOW.
iii. Tsing Yi Intake Cell (TYI):
TYI is a three-level underground seawater cooling plant located beneath Tsing Yi Station (TSY) and serves the operation of TSY. The condensing water is delivered to the chiller plantroom in TSY.
iv. North Intake Cell (NIC):
NIC is a two-level underground seawater cooling plant located at the Tsim Sha Tsui waterfront outside Hong Kong Museum of Art. It serves the operation of Tsim Sha Tsui Station (TST), Jordan Station (JOR) and Yau Ma Tei Station (YMT). The condensing water is delivered from NIC to the chiller plantrooms in TST, JOR and YMT.
v. Hung Hom Station (HUH) Seawater Pump House:
HUH Seawater Pump House is a two-level underground pump house located at the waterfront outside Hong Kong Coliseum. It operates as a direct seawater chiller system, in which seawater is directly delivered from the pump house to the chiller plantroom serving HUH.
2. Scope of Works
The refurbishment works for each seawater cooling plant comprise demolition and removal of the existing components, design, supply, installation, testing and commissioning of new seawater cooling systems, including but not limited the following major equipment:
For HIC:
i. Bar Screens and Fine Screens;
ii. Penstocks;
iii. Travelling Bandscreen;
iv. Seawater Pumps; and
v. Backwash Pumps.
For KIC:
i. Bar Screens and Fine Screens;
ii. Penstocks;
iii. Travelling Bandscreens;
iv. Cell Drain Pumps;
v. Fresh Water Pumps; and
vi. Travelling Bandscreen Seawater Pumps.
For TYI:
i. Penstocks and Actuator for Penstock;
ii. Travelling Bandscreens;
iii. Pump Shafts for Seawater Pumps;
iv. Backwash Pumps; and
v. Automatic Backwash Strainers.
For NIC:
i. Sea Water Pumps;
ii. Plate Type Heat Exchanger;
iii. Motor Control Centre; and
iv. Fresh Water Pumps.
For HUH:
i. Front Mesh Panel Screens and Back Mesh Panel Screens;
ii. Seawater Pumps;
iii. Internal Lining for Seawater Pipes;
iv. Motor Control Centre; and
v. Waste Water Submersible Pumps.
Apart from the refurbishment of major equipment, the scope of works includes other tasks such as marine work, E&M works and builder’s works. Marine work involves activities including pre-construction underwater survey, installation of temporary bulkhead for blockage of seawater intake, desilting work of seawater intake/ chamber and dewatering work, etc.

4. Expressions of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 8 April 2024 via the MTR Corporation Limited’s E-Tendering System.

5. Deadline to Return Answers / Information
Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date stated in the prequalification invitation letter.
All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.
6. Other Matters
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
Applicants shall not apply for prequalification as an entity if they intend to act as a supplier, sub-contractor or sub-consultant for another entity who will also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.
Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
