Expressions of Interest are invited from suitably qualified Applicants for the works described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.

1. Background Information

MTR Corporation Limited invites qualified companies to express their interest in tendering for Contract C9944-25E: Cabling and Installation of Indoor and Trackside Equipment for New Signalling System in Disneyland Resort Line (DRL).

2. Scope of Works

The tender will be split into multiple packages as tabled below:

B	Indoor Cable Laying, Equipment Installation and Cable Termination (Trackside & Indoor) for New Signalling System in DRL
C	Provision of Power Supply System for New Signalling System in DRL

Tenderers may tender for all or any of the above packages.

The scope of works for different packages are as follows:

Package A - Trackside Cable Laying and Equipment Installation for New Signalling System in DRL

Package A comprises the provision of trackside cabling and equipment installation works, civil related advanced works including construction of reinforced concrete footings and steel posts for mounting and installation of all trackside signalling equipment required for the new signalling system at Disneyland Resort Line (DRL), Airport Express Line & Tung Chung Line (AEL&TCL) Interconnection Tracks and Siu Ho Wan Depot (SHD) Test Track.

Package B - Indoor Cable Laying, Equipment Installation and Cable Termination (Trackside & Indoor) for New Signalling System in DRL

Package B comprises the provision of indoor cabling works, installation of all indoor signalling equipment required for the new signalling system at DRL, termination, testing and commissioning of all trackside and indoor cables for the new signalling equipment at DRL, AEL&TCL Interconnection Tracks, SHD, Tsing Yi Station (TSY), Tsing Yi Operations Control Centre (TSY OCC) and MTR Headquarter (MTR HQ).

Package C - Provision of Power Supply System for New Signalling System in DRL

Package C comprises the provision of power supply system including Uninterruptible Power Supply (UPS) units with batteries, power distribution cubicles, transformers, electrical protection devices, and earth leakage detectors. This system will support both internal and external signalling power supplies, along with the necessary power cables for the new signalling system at DRL, AEL&TCL Interconnection Tracks, SHD, TSY and TSY OCC.

4. Expressions of Interest

To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 24 March 2025 via the MTR Corporation Limited’s E-Tendering System.

5. Deadline to Return Answers / Information

Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.

6. Other Matters

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.

Applicants shall not apply for prequalification as an entity if they intend to act as a supplier, sub-contractor or sub-consultant for another entity who will also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.

Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
