Expressions of Interest are invited from suitably qualified Applicants for the works described below.
1. Background Information
MTR Corporation Limited invites qualified contractors to express their interest in tendering for Contract K3176-23E : Replacement of 1.5kV Direct Current Circuit Breakers for LAR and 25kV Air Insulated Switchgear for Tai Po Kau TSC.
2. Scope of Works
The replacement includes the design, supply, delivery, replacement, modification, decommissioning, removal, testing and commissioning of direct current circuit breakers (DCCB) at Sham Shui Kok Traction Substation (SST) and 25kV Air Insulated Switchgear at Tai Po Kau (TPK) Track Section Cabin (TSC). The packages and brief scope of works included in the Contract are shown in the tables below.
Package A - Replacement of 1.5kV Direct Current Circuit Breakers for LAR
1) Replacement of 6 DCCBs (2 rectifier feeders and 4 track feeders) including associated accessories;
2) Supply, install and removal of 6 temporary DCCBs (2 rectifier feeders and 4 track feeders) including associated accessories for erecting temporary DC boards for the stage works;
3) Supply and install approximately 400m of 1.5kV DC cables for the cable diversion works for the stage works;
4) Supply and install control cables and cable junction boxes for the existing alarm and control points for the new and temporary DC circuit breakers;
5) Supply and install control cables and cable junction boxes for the existing normal inter-tripping and bypass inter-tripping function between the new/temporary DC switchboards and existing DC switchboards at the adjacent traction substations;
6) Insulation floor for installation of the new and temporary DC circuit breakers;
7) Builders' works for the temporary DC switchboard for the stage works; and
8) Testing and commissioning of the system during system changeover transition period and upon completion of new equipment cutting into the existing system to ensure compatibility with the existing system and the function of inter-trip and transfer trip between the temporary panel/new panel and the existing panel on adjacent substations.
Package B - Replacement of 25kV Air Insulated Switchgear at Tai Po Kau TSC
1) Replacement of existing 25kV air insulated switchgear with 25kV gas insulated switchgear and associated equipment in metallic structure and container;
2) Supply and install approximately 30m of 25kV cables connecting to OHL isolator;
3) Provision of temporary 25kV switchgear with metallic enclosure to maintain the minimum traction power supply during the stage works;
4) Provision of lighting, power supply, 110V DC charger and low level ventilation for the 25kV switchgear container;
5) Provision of fire alarm and detection equipment; and
6) Testing and commissioning.

4. Expressions of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 1 August 2023 via MTR Corporation Limited’s E-Tendering System.

5. Deadline to Return Answers / Information
Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.
All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.
6. Other Matters
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
Applicants shall not apply for prequalification as an entity if they intend to act as a supplier, sub-contractor or sub-consultant for another entity who will also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.
Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
