Expressions of Interest are invited from suitably qualified Applicants for the works described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.

 

 

1.  Background Information

 

MTR Corporation Limited invites qualified contractors to express their interest in tendering for Contract K3176-24E : Provision and Replacement of 25kV Switchgears for MKW and SHK Feeder Stations for High Speed Rail and TPK Traction Section Cabin.

2.  Scope of Works

 

The tender will be divided into two packages as follows. Tenderers may tender for either one or both of the following packages.

(i) Package A – Provision of 25kV Switchgears for MKW and SHK FS for HSR

1. The scope of the Works comprises the design, manufacture, supply, verification and validation, transportation, delivery to site, storage, installation, co-ordination with other contractors, design submissions, statutory and utilities submissions, testing, commissioning, setting to work, performance demonstration, training and rectification of defects and maintenance during the two-year Defects Liability Period (DLP) of the newly installed power equipment as detailed below.

2. The new power equipment shall be provided at Mong Kok West Feeder Station (MKW FS) and Shek Kong Feeder Station (SHK FS) for the new 46MVA 132/25kV transformer at each location, which comprises of the following:

  • 3 Panels of 25kV Gas Insulated Switchgear (1 Incomer Panel, 1 Feeder Panel and 1 Interconnector Panel)
  • 2 Panels of 25kV manual infeed Gas Insulated Isolator
  • Current transformer (CTs) and voltage transformers (VTs)
  • 25kV AC cables including cable termination
  • Control cables and cable junction boxes
  • Protection, control, and relaying system
  • Check meter system
  • Neutral busbar cubicle
  • 110V DC battery and charger system

3. The Contractor shall design, modify and commission existing 25kV switchgear’s electrical interlock system to allow for different operation modes after cutting in of new power equipment.

4. The Contractor shall coordinate and interface with the Power Company through the Engineer for technical matters including power supply connections, protection and metering arrangements, commissioning plan, and organizing and providing attendance for all necessary statutory inspections as required.

(ii) Package B – Replacement of 25kV Switchgears for TPK TSC

1. The scope of the Works comprises design, manufacture, supply, site survey, verification and validation of existing installations, transportation, delivery to site, storage, installation, co-ordination with other contractors, design submissions, statutory submissions, testing, commissioning, setting to work, performance demonstration, training and rectification of defects and maintenance during the two-year DLP for the replacement of Air Insulated Switchgears for Tai Po Kau (TPK) Traction Section Cabin (TSC).

2. The Contractor shall replace the existing 25kV Air Insulated Switchgears with permanent 25kV Gas Insulated Switchgears (5 sets with bus section) with associated equipment in a new permanent container.

3. The Contractor shall supply and install a temporary track section cabin complete with temporary 25kV Gas Insulated Switchgears (4 sets without bus section), supporting structure and associated accessories for erecting temporary 25kV AC switchgears during the stage works.

4. The Contractor shall supply and install 25kV cables connecting to overhead line isolator including cable joints and terminations.

5. The Contractor shall provide CTs, VTs, protection, control, relaying system; remote monitoring and control of power supply system; lightning, power supply, 110V DC batteries, charger, earthing system and low-level ventilation for the 25kV switchgear container; fire alarm and detection equipment; and associated builder’s works for the temporary TSC for the stage works; testing and commissioning of the equipment and the systems.

6. The Contractor shall dismantle the existing TSC and associated accessories, and dismantle and relocate the temporary TSC, temporary 25kV Gas Insulated Switchgears and associated accessories.

4.  Expressions of Interest

5.  Deadline to Return Answers / Information

 

Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

6.  Other Matters

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.

Applicants shall not apply for prequalification as a single entity if you intend to act as a supplier, sub-contractor or sub-consultant for another entity who shall also apply for the prequalification, or if you are a partner in a joint venture established to seek prequalification for this Contract.

Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
