Expressions of Interest are invited from suitably qualified Applicants for the works described below.

 

 

1.  Background Information

 

MTR Corporation Limited invites qualified contractors to express their interest in tendering for Contract K3550-23E : Replacement of SAMS at NTK, LAK, TWD and PHD.

2.  Scope of Works

 

The scope of works comprises the design, supply, installation, testing and commissioning of replacing the Security Access Management System (SAMS) at Ngau Tau Kok Station (NTK), Lai King Station (LAK), Tsuen Wan Depot (TWD) and Pat Heung Depot (PHD). The scope of works includes the following:

1) Design, develop, manufacture, supply, delivery, installation, testing and commissioning of:

a. Centralized SAMS Server (CSS) – managing database(s) and configurations for SAMS administration, and handling data from interfaces between existing and new SAMS;

b. Remote Terminal (RT) – performing SAMS administration;

c. Station Security Computer (SSC) – performing local SAMS administration, and handling local remote control and monitoring via Main Control System (MCS) interfaces in stations/depots;

d. Group Control Units (GCU);

e. Local Control Units (LCU) integrated with touch LCD display and Contactless Smart Card (CSC) reader module of Octopus Cards Ltd. (OCL);

f. Duress alarm indicator with associated accessories;

g. Application software for the new SAMS;

h. Interface between CSS and existing SAMS to update its own database when there are data changes from existing SAMS;

i. Interface between CSS and future SAMS to distribute data changes from CSS to servers of other SAMS;

j. Interfaces between SSC and existing Main Control Systems (MCS) for Station Control;

k. Software Development System;

l. Cables in stations and depots, and electric door ironmongeries at LAK to suit the new SAMS;

m. Communication networks for new SAMS in stations and depots; and

n. LV electrical installations for the SAMS replacement.

2) Twelve (12) months of Defects Liability Period (DLP).

The new SAMS shall be expandable to cover additional stations and/or locations in future.

4.  Expressions of Interest

5.  Deadline to Return Answers / Information

 

Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.

 

6.  Other Matters

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents, and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.

Applicants shall not apply for prequalification as an entity if they intend to act as a supplier, sub-contractor or sub-consultant for another entity who will also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.

Companies having linkage to each other, e.g., subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
