Expressions of Interest are invited from suitably qualified Applicants for the works and services described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.
1. Background Information
The Tung Chung Line Extension (TUE) at Lantau North is a railway scheme to improve railway accessibility to the Tung Chung East & West areas. The Tung Chung Line (TCL) overrun tunnels at the existing Tung Chung Station will be extended to the new station Tung Chung West. Tung Chung East Station will be located on the operational line east of the existing Tung Chung Station. The new stations shall offer direct railway access to the Tung Chung New Town Extension (TCNTE) in support of its long-term, sustainable growth in population and employment opportunities.
A new above ground station Oyster Bay Station (OYB) with side platforms alongside the operating track of TCL is also envisaged under the Siu Ho Wan Depot (SHD) Property Development. The station is part of the future 3-phase development to complement the first population intake of the site.
Expressions of Interest are invited from suitably qualified contractors who have the necessary experience, capability and resources to carry out the design and build works of Power Supply System or Trackside Auxiliaries and Tunnel Environmental Control System for the aforesaid Projects.
2. Scope of Works
2.1 Contracts 1253 and 1255 will be tendered and awarded as Design and Build Contract, using NEC4 Engineering and Construction Contract June 2017 (with amendments October 2020) – Option A: Priced Contract with Activity Schedule. In keeping with the Corporation’s partnering approach, preference will be given to contractors who can clearly demonstrate and foster a collaborative working approach and a shared commitment and innovative ideas with advance technologies to achieving a successful project outcome.
2.2 Contract No. 1253 – Trackside Auxiliaries & Tunnel Environmental Control System
The scope of works comprises the design, supply, installation, testing, commissioning and maintenance during the defects liability period of the Trackside Auxiliaries and Tunnel Environmental Control System (ECS) for TUE and OYB.
(a) The Trackside Auxiliaries comprises of the following sub-systems: -
(i) Trackside LV Power Supply and Distribution System
(ii) Trackside Lighting System
(iii) Trackside Small Power System
(iv) Trackside Earthing and Bonding System
(v) Trackside Cable Containment System
(vi) Trackside Fire Hydrant System
(vii) Trackside Drainage System
(viii) Trackside Cleansing Water Supply System
(ix) Trackside Signage
(b) The Tunnel ECS comprises of the following sub-systems: -
(i) Tunnel ventilation fans and associated ductwork
(ii) Trackway ventilation fans and associated ductwork
(iii) Pneumatic system
(iv) Motor control centers and accessories
(v) Tunnel ECS control system
(vi) Condition Based Maintenance System
The Trackside Auxiliaries and Tunnel ECS provided by the Contractor shall be compatible with the existing systems and the scope of work covers certain modification works to the existing systems.
2.3 Contract No. 1255 – Power Supply System
The scope of works comprises the design, supply, installation, testing, commissioning and maintenance during the defects liability period of the Power Supply System for TUE, SHD Phase 1 and OYB.
(a) The Power Supply System comprises of the following sub-systems: -
(i) 33kV power supply system
(ii) 11kV power supply system
(iii) 1500V D.C. traction supply system
(iv) On-line condition monitoring system including IEC 61850 system equipment
(v) Stray current monitoring and corrosion control equipment
(vi) 110V D.C. batteries and chargers
(vii) Overvoltage protection devices, earthing and bonding equipment
(viii) Protection, control and relaying system
(ix) Metering equipment
(x) Remote monitoring and control of the Power Supply System
The Power Supply System provided by the Contractor shall be compatible with the existing Airport Express, Tung Chung & Disneyland Resort Lines and the scope of work covers certain modification works to the existing power supply systems.

4. Expressions of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 2:00pm 28 October 2022 (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System. Late applications shall not be considered.

5. Deadline to Return Answers / Information
Suitable Applicants shall receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

6. Other Matters
As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner shall submit separate accounts.
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
