Expressions of Interest are invited from suitably qualified Applicants for:

  • the supply of spare parts for lifts and escalators; and
  • the provision of maintenance services for lifts and escalators as described below.

 

 

1.  Background Information

 

MTR Corporation Limited is procuring the maintenance services for lifts and escalators at its railway premises. A new contract strategy has been adopted to separate the supply of spare parts from the provision of maintenance services to provide opportunities for companies to bid for supply of spare parts only, for provision of maintenance services only or for both supply of spare parts and provision of maintenance services. MTR invites qualified suppliers and contractors to express their interest for this procurement. Qualified non-OEM are also welcomed to express their interest.

2.  Scope of Maintenance Services

 

The scope of the maintenance services shall comprise of basic preventive and corrective maintenance including inspection, cleaning, servicing, 24 hours call-back and emergency services, fault rectification and reporting, incident and accident investigation, repair, overhaul, examination, full load braking test, asset surveys, attending meetings and spare parts replacement, with payable component for hard time replacement upon instructed for proactive maintenance strategy approach through one-off replacement at the start of contract and also during the contract period as appropriate.

Offer of spare parts supply only in respect of each OEM will also be considered.  The tenderer of spare parts supply shall demonstrate that they are able to secure the supply of OEM spare parts or parts with OEM factory certificates/approved acceptance test result that are required for the maintenance of the lifts and escalators throughout the contract period.

The scope of the new contract strategy in maintenance services for the lifts and escalators (including passenger conveyors) will be separating into two packages for supply of spare parts and provision of maintenance services respectively.  Each of the above packages will be divided into sub-packages based on equipment of different OEMs, location and service life.  The packaging arrangement are tentatively listed as below:-

4.  Expression of Interest

5.  Subsequent Actions

 

Suitable Applicants shall receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

All invitations and submissions for prequalification and tender will be carried out through the E-Tendering System at http://www.hkextender.com.

 

6.  Other Matters

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this contract.

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.

Applicants shall not apply for prequalification as a single entity if you intend to act as a supplier, sub-contractor or sub-consultant for another entity who shall also apply for the prequalification, or if you are a partner in a joint venture established to seek prequalification for this Contract.

Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
