Independent Reviewer for Signalling Systems for New Extension Projects
Consultancy Agreement No.: C20002

 

Expressions of Interest are invited from suitably qualified Applicants for the works and services described below. 

 

1.  Background Information 

1.1 The MTR Corporation Limited (the Corporation) is committed to serving the transportation needs of the community of Hong Kong by the provision of world class railway facilities under the following new extension projects:

 

a) The Tung Chung Line Extension (TUE), which is an extension of the existing Tung Chung Line (TCL), involves the construction of two new stations, namely Tung Chung West (TCW) and Tung Chung East (TCE) and a tunnel from Tung Chung Station (TUC) to TCW. TCE will be a new intermediate station located between the existing TUC and Sunny Bay (SUN) stations, whilst TCW will become the new terminus station located at the western end of TCL.

 

b) Oyster Bay Station (OYB) is a new station being constructed between TUC and SUN on TCL to cater for the transportation needs of the new community of the Oyster Bay development project.

 

c) Airport Railway Extended Overrun Tunnel (ARO) is a proposed extension of the existing overrun tunnel and will be located east of the existing Hong Kong Station (HOK).

 

d) Tuen Mun South Extension (TME), which is the extension of the Tuen Ma Line (TML) southward from its existing terminal at Tuen Mun Station (TUM) to a new Tuen Mun South Station (TMS), will comprise a new intermediate station, A16 Station (A16) will also be located approximately 1.2km south of TUM.

 

e) Hung Shui Kiu (HSK) Station which is a new railway station located between Tin Shui Wai Station (TIS) and Siu Hong Station (SIH) on the existing TML to serve the existing and future population of the Hung Shui Kiu / Ha Tsuen New Development Area (HSK/HT NDA).

 

f) Kwu Tung Station on East Rail Line (KTU(EAL)) is being built on the existing EAL between Sheung Shui Station (SHS) and Lok Ma Chau Station (LMC) to serve the local community at the planned Kwu Tung North New Town.

 

1.2 The Corporation intends to appoint a consultant under Consultancy Agreement No. C20002 (hereunder referred to as “the Consultant”) to act as an independent reviewer for the Signalling Systems for the above-mentioned new extension projects.

1.4 Expressions of Interest are invited from qualified consultants who have the necessary experience, capability and resources to carry out the independent review.

 

2.  Scope of Services

2.1 The Consultant shall perform the role of an independent reviewer to provide independent advice on the signalling projects being delivered by the contractors and their suppliers to gain confidence that the work being delivered will succeed, does not impact transport service operations and will be delivered according to the project’s objectives. Specifically, the objectives of the independent review are:

 

  • To appraise the health and viability of the railway signalling projects to determine their likelihood of success of achieving the expected outcome, schedule targets and advise any material risks that would impact this outcome.

  • To conduct reviews on the project delivery and management systems aligned to best practices and identify improvement measures on our project management systems.

  • To identify any material risk to those objectives being achieved where risk(s) have not previously been identified or are potentially unknown / unforeseen, together with suggested corrective measures.

  • To provide proposals to minimise the risk to the railway operations including risk to existing operations and identify any additional operational risks and their control measures that are not known.

  • To conduct technical reviews and provide expert opinions / views on technical matters related to projects.

  • To conduct peer/deep dive reviews on selected high-risk items or critical items of works/systems as identified.

  • To conduct brownfield risk audits and assessments in the contractors’ offices.

  • To form an opinion in verifying the compliance, sufficiency and robustness of the project delivery and technical outcomes.

  • To attend corporate meetings and report on the findings with proposed actions.

  • To maintain an independent forward view to advise on extraordinary operational risk control or other activities.

2.2 The services for the independent safety assessments of the signalling systems are not covered under this Consultancy.

4.  Expressions of Interest

To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 2:00 p.m. 9 September 2024 (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System. Late applications shall not be considered.

5.  Deadline to Return Answers / Information 

Suitable Applicants shall receive a prequalification invitation via the E-Tendering System.  The Consultants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

6.  Other Matters

As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner shall submit separate accounts.

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.

 

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and consultancy periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-consultants shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
