Expressions of Interest are invited from suitably qualified Proposers for the service described below.

 

 

1.  Background Information

 

To address planning and design requirements for the proposed railway lines and transport initiatives of Railway Development Strategy 2014 (RDS-2014), Railways and Major Roads beyond 2030 (RMR2030+) and the Hong Kong Major Transport Infrastructure Development Blueprint announced by the HKSAR Government in December 2023, it is necessary to prepare for and support discussion on the strategic railway development, public and rail transport modelling. A fully calibrated and validated transport model is required to ascertain the patronage and revenue impacts to the existing and planned MTR network.  Planning and research studies are also required to reveal any risks and opportunities in forming sustainable strategy for the Corporation.

2.  Scope of Service

 

The service under Agreement Q109242 – Transport Planning Services: Modelling and Forecasting are summarised as follows:-

  • Patronage and revenue forecasts for South Island Line (West), Pak Shek Kok Station, Northern Link Spur Line and upcoming projects of the Blueprint, and support for the preparation of the Corporation’s service planning; and

  • Calibration and validation of the Transport Models to the Travel Characteristic Survey 2022 and Cross-boundary Travel Survey 2021 (or any other updated revision) using the latest and appropriate planning dataset

The service under Agreement Q109243 – Transport Planning Services: Planning and Research are summarised as follows:-

  • Desktop analysis and planning support from transportation aspects such as surveys, research, public transport study and review

Consultancy Agreements Nos. Q109242 and Q109243 will adopt the New Engineering Contract (4) – Professional Service Short Contract (NEC4 PSSC) with modification by Z-clauses to enable the service would be instructed by Time Charge Order from time to time during the contract period.

4.  Expressions of Interest

 

To be considered for tender, interested parties who possess relevant transport model and transport planning experience are requested to express their interest for either or both Q109242 and Q109243 on or before 2:00 p.m. on  7 April 2025, Monday (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System. Late applications shall not be considered.

5.  Deadline to Return Tender

 

Suitable Proposers shall receive an invitation to tender via the E-Tendering System.  The Proposers shall complete and submit all the required information and details via the E-Tendering System no later than 2:00pm on 6 May 2025, Tuesday (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System.

6.  Other Matters

 

As part of the required information, each Proposers shall be required to submit audited accounts covering the three years prior to the date set for submission. When a Proposer is a joint venture then each partner shall submit separate accounts.

Proposers responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tender for this project.

Proposers shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Proposers shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Proposers shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
