Expressions of Interest are invited from suitably qualified Applicants for the services described below.

1. Background Information

MTR Corporation Limited invites qualified consultant to express their interest in tendering for Consultancy Agreement Q111864 : Consultancy Services for Enhancement of Activity Green Facilities at LOHAS Park.

Activity Green (AG) is a leisure park located in the central part of the LOHAS development, designed for the exclusive enjoyment of LOHAS residents.

AG was divided into two major phases for completion. The first completed portion, named Existing Activity Green, was completed in 2015 with an area of approximately 3,100 sqm. The remaining portion, named New Activity Green, was completed in July 2024 with an area of about 7,020 sqm.

In response to feedback and in alignment with our commitment to enhance living standards and maintain a people-oriented approach, the Corporation proposes to engage a Lead Consultant (LC) and its subconsultants to enhance the facilities of AG to meet the community's expectations.

LC shall be required to carry out detailed design according to the agreed design scheme and new facilities of AG and carry out statutory submissions and approvals and works contract administration of the enhancement works.

The consultancy service is scheduled to commence in the second quarter of 2025, with the full completion of site works tentatively set for the first quarter of 2027 (Defects Liability Period excluded).

2. General Scope of Services

The Lead Consultant (LC) shall carry out comprehensive scheme design, detailed presentations, and project execution for the enhancement of Activity Green at LOHAS Park as part of its consultancy services. LC shall carry out statutory submissions and approvals and works contract administration of the enhancement works and deliver study options on the Development’s constructability with focus on construction sequence, rationalization of interface details to assure the enhancement works to be properly completed and with minimum nuisance to the users of Activity Green and residents of the adjoining developments.

LC is also required with obtaining all necessary statutory approvals from relevant Government Departments including the Buildings Department, Planning Department and Lands Department, in respect of landscape, fire engineering and GFA requirements, and securing Self Certificate of Completion of the revised landscape and greenery design for AG. The consultancy service shall include the preparation of tender documents (including specifications and particular standards) and supervision of construction works, ensuring compliance with relevant statutory requirements.

LC led by a principal architectural consultant, shall include specialists in Structural Engineering, E&M Engineering, Landscape Design, and Quantity Surveying. LC, with the support from its QS subconsultant, shall also prepare and deliver the construction cost estimates and associated cost studies.

5. Deadline to Return Answers / Information

Suitable Applicants shall receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

All invitations and submissions for prequalification shall be carried out through the E-Tendering System at http://www.hkextender.com.

6. Other Matters

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this consultancy.

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.

Applicants shall not apply for prequalification as a single entity if you intend to act as a supplier, sub-contractor or sub-consultant for another entity who shall also apply for the prequalification, or if you are a partner in a joint venture established to seek prequalification for this Consultancy Agreement.

Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same Agreement, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
