Expressions of Interest are invited from suitably qualified Applicants for the works and services described below. 

 

1.  Background Information 

The MTR Corporation Limited (the Corporation) is committed to serving the transport needs of the community of Hong Kong by the provision of world class railway facilities.

 

An increase of the night-time headway allowed in Environmental Permit may be necessary in order to meet the anticipated growth in demand for night-time train services of an above-ground section from Tai Wai Station to Wu Kai Sha Station of Tuen Ma Line (TML). Subsequent changes to train noise levels at noise sensitive receivers (NSRs) along the relevant section of the rail line is expected, requiring a Variations of Environmental Permit (VEP). Noise mitigation measures may be required to maintain train noise compliance.

 

Expressions of Interest are invited from suitably qualified consultants who have the necessary and innovative design and construction experience of noise mitigation measures, particularly beyond Hong Kong, in recent years, and the capability and resources to carry out the environmental study and engineering study of rail noise mitigation measures and obtain VEP. The design consultants shall develop and complete the preliminary design with innovative mitigation measures to minimize the potential impact and comply with the design standards and requirements of Environmental Protection Department (EPD), Buildings Department (BD), Fire Services Department (FSD) and other relevant Government departments and authorities.

 

2.  Scope of Services

The Works under Consultancy C11144 comprise of the Environmental Study and the Engineering Study for rail noise mitigation measures along Tuen Ma Line. A brief description of the Scope of Services is provided below:-

 

Environmental Study:

a) Determine the extent of rail noise mitigation measures;

i) mitigation Case I: Propose noise barriers or enclosures;

ii) mitigation Case II: Propose noise barriers or enclosures by considering speed restrictions at selected locations; and

iii) mitigation Case III (Optional scope): Propose noise barriers or enclosures by considering the noise mitigation measure (with up to 2dB(A) at-source noise reduction) by a third party.

 

b) Liaise and agree with EPD on the rail noise mitigation measure (not including the at-source noise reduction referred in a) iii)); and

 

c) Submission and obtain VEP approval from EPD.

 

Engineering Study:

a) Review the engineering report “Feasibility Study for MOL Noise Mitigation Measures – Final Report of Existing Structural Assessment and Proposed works Checking” in 2019 and to identify any refinement / updates to the proposed scheme of the noise barriers / enclosures;

 

b) Carry out preliminary design of the potential rail noise mitigation measures with the following deliverables:

i) structural impact assessment of the existing rail structure;

ii) innovative construction technique and noise barriers / enclosure design along existing rail sections especially at viaduct (preferably using lightweight material);

iii) constructability report including track possession, land and environmental constraints;

iv) design reports and pre-consultation submissions to resolve comments from the relevant authorities and other Government departments;

v) optimal construction programme to achieve night-time train services as early as possible; and

vi) preliminary cost for construction of the proposed noise barriers/enclosures.

4.  Expressions of Interest

Consultancy Agreement C11144 will adopt the New Engineering Contract (4) – Professional Service Contract (NEC4 PSC) Option A – Priced contract with activity schedule. In keeping with the Corporation’s partnering approach, preference will be given to consultant who can clearly demonstrate and encourage a collaborative working approach and a shared commitment to achieving a successful project outcome.

 

Interested parties who are having relevant resources, qualifications and experience are requested to express their interest on or before 2:00 p.m. on 2 July 2024, Tuesday (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System. Late applications shall not be considered.

5.  Deadline to Return Answers / Information 

Suitable applicants will be provided with a brochure entitled “Shatin to Central Link (SCL) – Consultancy Agreement C11144 - Night-time Headway Review and Technical Study of Rail Noise Mitigation Measures for Tuen Ma Line - Preliminary Information Brochure and Prequalification Questionnaire for Prospective Applicants” which is to be completed together with all the required submissions and returned no later than 2:00pm on 16 July 2024, Tuesday (Hong Kong Time) via the MTR Corporation Limited’s E-Tendering System.

6.  Other Matters

As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner shall submit separate accounts.

 

Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.

 

Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
