Pre-qualification for

Siu Ho Wan Depot – Phase 1 and Associated Works
Contract No.: 1702

 

Expressions of Interest are invited from suitably qualified Applicants for the works and services described below.  This procurement is subject to the World Trade Organization Agreement on Government Procurement.

 

1.1 The Siu Ho Wan Depot (SHD) development is located at the existing SHD which provides maintenance services, daily operational support and stabling facilities to the Tung Chung Line, Airport Express Line and Disneyland Resort Line.

 

1.2 The SHD development comprises the development of private residential buildings and public housing, related facilities and a new railway station, Oyster Bay Station, on the Tung Chung Line.  SHD shall remain in continuous operation throughout the development phase.

 

1.3 The works to be undertaken by the Corporation include construction of a podium deck, property enabling works and associated building services works as needed to facilitate the property development.

 

1.4 Expressions of Interest are invited from suitably qualified contractors with the necessary experience, capability and resources to carry out the similar works.

 

2.1 Contract 1702 will be tendered and awarded, using NEC4 Engineering and Construction Contract June 2017 (with amendments October 2020) – Option C: Target contract with activity schedule.  In keeping with the Corporation’s partnering approach, preference will be given to the contractors who can clearly demonstrate and encourage a collaborative working approach and shared commitment in achieving a successful project outcome.

 

2.2 The major elements of works include:-

 

i) the design, supply and installation of Building Services across Siu Ho Wan Depot and Ancillary Buildings, including fire services, environmental control system, electrical and plumbing services, above ground drainage services, depot management system, compressed air system and associated control system;

 

ii) the construction of Architectural Builder’s Works and Finishes (ABWF) of ancillary buildings and Phase 1 depot high level including non-structural partitions, internal and external architectural finishes, supply and installation of metal doors and ironmongeries, smoke barrier and miscellaneous metal works;

 

iii) the decommissioning of existing Building Services systems;

 

iv) the migration of existing Building Services systems to new Building Services systems in Siu Ho Wan Depot Phase 1;

 

v) smart depot initiatives Building Services provisions;

 

vi) the construction of minor civil works, including hanger walls, overhead line cross beams, maintenance platform, guiderails support, smoke barriers;

 

vii) the decommissioning of East Train Wash Plant; and

 

viii) the demolition of existing ancillary buildings

5.1 Suitable Applicants shall receive a prequalification invitation via the E-Tendering System.  The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.

 

5.2 All invitations and submissions for prequalification shall be carried out through the E-Tendering System at http://www.hkextender.com.

6.1 As part of the required information each Applicant shall be required to submit audited accounts covering the three years prior to the date set for submission. When an Applicant is a joint venture then each partner shall submit separate accounts.

 

6.2 Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited.  All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.  

 

6.3 Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods.  Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited.  Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
