Provision of Temporary Site Supervisors for MTR Work Sites

Expressions of Interest are invited from suitably qualified Applicants for the works described below. This procurement is subject to the World Trade Organization Agreement on Government Procurement.
1. Background Information
MTR Corporation Limited invites qualified companies to express their interest in tendering for Contract T0978-24E: Provision of Temporary Site Supervisors for MTR Work Sites.
2. Scope of Works
The Contract includes the provision of site supervisors of various disciplines to carry out supervision of the Corporation’s project works either on a call-off or annual basis. The site supervisors should have experience in the supervision of the construction or maintenance services of any of the following disciplines:
i. Electrical HV and LV Power Systems;
ii. Building Services (Electrical, Environmental Control System, Fire Services (Dry and Wet), Plumbing and Drainage);
iii. Electronics (UPS Systems/Central Battery Systems, Battery Charges, or UPS Batteries);
iv. Building Automation/Management Systems;
v. Rolling Stock and Depot Plants;
vi. Architectural Builder's Works and Finishes (ABWF);
vii. Civil Works.
Subject to the number of ongoing projects, it is envisaged that up to 15 site supervisors may be required during the Contract period. The site supervisors should possess the following:
i. Hong Kong Permanent Resident status or a visa allowing them to legally work in Hong Kong;
ii. Higher Certificate or Diploma in Building / Civil / Building Services / Electrical / Mechanical Engineering or equivalent;
iii. A minimum of 6 years' relevant experience in construction works, preferably gained in an operating railway environment;
iv. Attained language proficiency requirements of Level 2 or above in English Language and Chinese Language in HKCEE / HKDSE or equivalent;
v. Safety Supervisor Qualification obtained from approved training authorities;
vi. Confined Space (Certified Worker) obtained from approved training authorities is preferred;
vii. Holder of a certificate from Construction Industry Council (CIC) in related field is preferred;
viii. Registered Electrical Workers qualification is preferred;
ix. Candidates with lower qualification but extensive experience will also be considered.
The Contract duration will be for 2 years, with an option to extend for another 2 years.

4. Expressions of Interest
To be considered for prequalification, interested parties having relevant resources, qualifications and experience are requested to express their interest on or before 16 September 2024 via the MTR Corporation Limited’s E-Tendering System.

5. Deadline to Return Answers / Information
Applicants will receive a prequalification invitation via the E-Tendering System. The Applicants shall complete and submit all required information and details via the E-Tendering System no later than the time and date specified in the prequalification invitation letter.
All invitations and submissions for prequalification will be carried out through the E-Tendering System at http://www.hkextender.com.
6. Other Matters
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, will be used by MTR Corporation Limited for the prequalification of tenderers for this project.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
Applicants shall not apply for prequalification as an entity if they intend to act as a supplier, sub-contractor or sub-consultant for another entity who will also apply for the prequalification, or if they are a partner in a joint venture established to seek prequalification for this Contract.
Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
