Expressions of Interest are invited from suitably qualified Applicants for the works and services described below.
1. Background Information
MTR Corporation Limited invites qualified service providers to express their interests in tendering for the provision of wellness platform to employees.
2. Scope of Services
A Wellness Platform is provided as an employee benefit for eligible employees (“Members”) with an objective to enhance Members’ total well-being. The Scope of Services to be provided by the prospective service provider shall mainly cover the implementation and on-going support of the following:-

Provision of a secure and user-friendly electronic platform to support the Wellness Points allocation and service delivery;

The scope of platform services may include either one or both of the following:
i. Wellness Marketplace
- Provide and maintain an online marketplace offering a wide range of wellness products and services, with end-to-end support from redemption to delivery. This includes, but is not limited to sourcing, price negotiation, packaging, and delivery of the wellness products and services (covering physical, social, mental and financial aspects).
- Preferably with a secured payment gateway function.
ii. Administrative Services Only (ASO) Solution
- Provide and manage a submission portal with an ASO arrangement to handle reimbursement of wellness products and services based on predefined wellness categories.
- Administer and manage the receipt verification, approval and payment processes of the reimbursement requests with approval status available.

Effective system maintenance and customer service support with a view to ensuring the provision of satisfactory customer experience; and

Provision of professional advice to the Corporation on the on-going review and enhancements of the electronic online platform and matters relating to the Contract.
The annual usage limit for Members is determined by Wellness Points, granted based on their length of service. Each grant is valid for two years, with points granted in one calendar year expiring at the end of the following calendar year. Unused points will be forfeited after this period. Therefore, the platform must support the calculation and carryover of these points to ensure accurate management and tracking.

5. Deadline to Return Answers / Information
Suitable Applicants shall download a Prequalification Questionnaire via below link. The Questionnaire shall be completed and returned with all required documents to email tszmei@mtr.com.hk or to the above address no later than 2:00 p.m. on 13 February 2025 (Hong Kong Time).

6. Other Matters
Applicants responding to this advertisement are deemed to have complied with the Personal Data (Privacy) Ordinance in the collection and transfer of personal data to MTR Corporation Limited. All information submitted including personal data, shall be used by MTR Corporation Limited for the prequalification of tenderers for this project.
Applicants shall note and make themselves aware of the Corporation’s ethical and probity requirements which shall be applied throughout the tender and contract periods. Further, Applicants shall not, and shall ensure that its directors, employees, agents and sub-contractors shall not, offer or give any advantage as defined in the Prevention of Bribery Ordinance (Cap. 201) to any employee or agent of MTR Corporation Limited. Any breach or non-compliance with this paragraph by the Applicant shall, without affecting its liability for such breach or non-compliance, result in its application not being considered.
Applicants shall not apply for prequalification as a single entity if you intend to act as a supplier, sub-contractor or sub-consultant for another entity who shall also apply for the prequalification, or if you are a partner in a joint venture established to seek prequalification for this Contract.
Companies having linkage to each other, e.g. subsidiaries, holding or sister companies, shall not apply for prequalification as a tenderer for the same contract, whether as a single entity or as a partner of a joint venture. “Sister company” shall mean all companies which are subsidiaries of or otherwise belonging to the same holding company. The existence of a holding-subsidiary relationship shall be determined in accordance with the provisions in Sections 13 to 15 of the Companies Ordinance (Cap. 622) of Hong Kong. Companies having linkage to each other shall elect which company shall apply for prequalification.
